The Handbook is part of the American Society for Public Administration’s series in Public Administration and Public Policy. Mr. ‘s chapter, entitled “Leading in the Context of Constitutional Government,” discusses legal constraints on agency leaders and how such constraints should be embraced as values rather than obstacles.
