SANDRA MAZLIAH, an associate with the firm from 1994 to 1997, rejoined the firm in October, 2000 as a Senior Associate. She became a principal of the firm in 2006. Ms. Mazliah received her law degree, cum laude, from Georgetown University Law Center in 1992. Ms. Mazliah also heads up the firms' employee benefits practice.
Ms. Mazliah has represented the firm's clients in a broad range of employment, labor and civil service issues before both administrative tribunals, such as the Merit Systems Protection Board, the Equal Employment Opportunity Commission, the D.C. Office of Human Rights, and before Courts, such as the U.S. District Court for the District of Columbia and the Court of Appeals for the Federal Circuit. Ms. Mazliah is the author of The Congressional Accountability Act: Meandering the Mandatory Administrative Maze, 6 Fed. Cir. B. J. 5 (1996) and was involved with educating various employee groups on the effect of the Act's passage.
In addition to her experience at Passman and Kaplan, Ms. Mazliah practiced for over five years in the employee benefits field. Ms. Mazliah was an associate with the law firms of Levin & Weissman in New York (1992-1994) and Slevin & Hart, P.C. (1997-2000) whose clients included single and multiemployer trust funds as well as individuals. Ms. Mazliah's experience included providing counseling regarding a broad range of employee benefit issues and litigating employee benefit matters. Ms. Mazliah brought this experience to the Firm, representing our clients in appeals to pension and health benefits funds, litigating COBRA matters, and preparing court orders dividing pension benefits both in the private and federal sector.
Knowing as early as law school that she wished to represent employees, during her studies as a law student Ms. Mazliah clerked with the legal department of the International Association of Machinists; served as a summer associate with the labor law firm of Cohen, Weiss and Simon; and clerked for the labor and employment law firm of Bredhoff and Kaiser. After graduating Queens College, City University of New York, Ms. Mazliah worked for the Political Action Department of District Council 37, AFSCME, and later, went on to become Special Legislative Assistant to the Chairman of the N.Y. State Assembly Ways and Means Committee.
Ms. Mazliah is a member of the bars of the District of Columbia and the State of New York. Ms. Mazliah is also active in several local bar associations and community groups.
